Abp. Justinian was born on [[January 28]], 1961 in Kosteryovo, Vladimir Oblast. Prior to his assignment to the United States in March 2010 he was the ruling hierarch of the [[Diocese of Tiraspol (Transnistria)|Diocese of Tiraspol and Dubossary]].
