1921 Sobor

"In 1921 an All-Ukraine Sobor (Synod) was called in Kiev, the Capital of the newly minted country of Ukraine, and the delegation created the Ukrainian Autocephalous Orthodox Church (UAOC). Because of the actions of the Sobor, the Sobor delegates had ordained Metropolitan Vasyl (Lypkivsky) as head of the Church."

Can someone tell me if is true that the bishops of Ukraine at the moment of this Sobor refused to ordain Vasyl (Lypkivsky), so that the priests of this Sobor do "ordained" him? Or maybe this was only a russian rumor : "The Russians did not look favorably upon the progress the Ukrainian Church was making, so thay called it a samosviaty Church" (Bp. Valerian (Trifa) - "The Canonical Status of the Romanian Orthodox Episcopat of America", apud a romanian bulletin in Paris). - Inistea 08:30, April 30, 2007 (PDT)
