And so the canon does not refer to all [[diaspora|unclaimed territory ]] on the planet (according to St. Nicodemos), but only to a specific area on the border of a specific area. This viewpoint leaves the question unsolved of to whom belongs territory not universally agreed upon, because the canons expressly forbid ordaining clergy to serve outside of one's [[canonical territory|canonical boundaries ]] (i.e., ecclesiastical annexation via missionary work).
