His Grace Panteleimon (Mitryukovsky) of Kazan was Bishop of Kazan and Mari from 1975 to 1988. He served as the Church recovered from the persecutions of the Khrushchev era.
Bishop Panteleimon served as the ruling hierarch of Kazan during times of liberalization under Soviet rule. At the time, the eparchy included the territories of the Tatar and Mari republics. He was able to expand the life of the Orthodox Church in the Eparchy of Kazan from three to twenty five parishes by the end of 1988.
