On 21 August 1990 grant autonomy to the Estonian Orthodox Church, he took monastic vows in became the Monastery head of the Dormition at Pechery near Pskov and obtained Estonian church, with the name title of Cornelius; on 6 September 1990 Bishop of Tallinn and all Estonia.
