Dr. Weaver has completed a career of over twenty-five years in local government planning, community development, and city management where he has served as: a city planning director, a senior planner for a county, an executive director of a regional planning council; and an executive director of an urban county housing authority. He served as a city manager of: Etowah, Tennessee, Eagle Point, Oregon, Clairton, Pennsylvania, Bethel, Alaska, McCook, Nebraska, and Seldovia, Alaska prior to serving the City of Saint Paul, Alaska.

Dr. Weaver has received the professional designation as a credentialed manager (ICMA-CM) by the International City/County Management Association (ICMA). Dr. Weaver has also worked for a major corporation and foundation, the Dayton-Hudson Foundation in the area of corporate and foundation giving.

Dr. Weaver has earned a Bachelor of Science Degree in Public Affairs and Administration from the University of Oregon and a Master of City Management Degree (M.C.M.) from East Tennessee State University. He has earned a Ph.D. in Leadership Studies at the University of Nebraska Lincoln. He has been awarded membership in: Pi Sigma Alpha, a national academic honorary society for political science; Pi Gamma Mu, an international society for social science; and the Golden Key International Honor Society.

Dr. Weaver has owned and operated a consulting firm, KLW & Associates, L.L.C. in Wahoo and McCook, Nebraska that provided consulting services to local governments in: strategic planning; community and economic development planning; comprehensive land use plans; smart growth planning; sustainable development; and governance.

Dr. Weaver has served as a guest lecturer in planning, community development, and city management at: the University of Oregon, Portland State University, Lewis and Clark College, East Tennessee State University, and Alaska Pacific University. He has served as an adjunct instructor in planning and public administration at the University of Alaska Anchorage. He also served as an Adjunct Professor at South Dakota State University, teaching budgeting for public and non-profit organizations in the Great Plains Community Development Master’s Degree Program.

Dr. Weaver has served on the board of directors for several chambers of commerce, civic organizations, service clubs, and non-profit organizations. He has served as: President of the Chamber of Commerce of Seldovia, Alaska; President of the Pioneer Potlatch Corporation, President of the Upper Rogue River Tourism Alliance, Inc.; and President of the Friends of the Crater Lake National Park.

Dr. Weaver is a veteran of the Armed Forces of the United States with active duty service in the U.S. Army, U.S. Air Force, and U.S. Navy. He also served in the U.S. Naval Reserve, U.S. Coast Guard Reserve, the Army National Guard, and he retired from the U.S. Army Reserve.

Dr. Weaver is married to Mary Theresa Kelly Weaver; Dr. Weaver and Mary are the parents of Maura Anne, Katrina Maria, and Mikhail Sean and six grandchildren. Dr. Weaver is interested in: collecting and restoring classic automobiles; reading U.S. Presidential biographies, history, and leadership; history of the American West, western fiction, and Alaskana; and traveling to visit children and grandchildren.

Kenneth Le Roy Weaver (Basil) is a convert to Orthodox Christianity since Pascha 2007. Basil's wife, is a devout Roman Catholic. He lives in both worlds.
